to the Floodplain Administrator for approval.
As a part of the agreement for making flood insurance available in a community, the National Flood Insurance Program (NFIP) requires the community to adopt floodplain management regulations that specify minimum requirements for reducing flood losses. One such requirement is for the community to obtain the elevation of the lowest floor of all new and substantially improved buildings, and maintain a record of such information. The Elevation Certificate provides a way for a community to document compliance with the community’s floodplain management ordinance.

. Elevation data reported on a FEMA Elevation Certificate must be certified by a licensed surveyor, Engineer or Architect.

The Flood Rate Insurance Maps (FIRM) for the Pahrump Valley are undergoing restudy.
The FIRM panels impacted by the map revision include: 32023C8720F, 8725F, 8740F, 8750F, 8805F, 8815F, 8825F, 8840F, 8845F, 8850F, 8880F, 8885F, 8895F, 8915F, 8930F, and 8940F.
These map revisions incorporates updated flood hazard information for Peak Springs Wash, and Pahrump Wash. In addition, new flood hazard information was developed for front Sight Wash, Shadow Mountain Wash, and the Shadow Mountain area alluvial fans. The revised FIRM panels and Flood Insurance Study (FIS) report were released on April 19, 2013.

FEMA provides a 90-day appeal period when new or revised flood elevations are proposed and when any regulatory floodway or Special Flood Hazard Area (SFHA) boundary or zone designations are added or modified. The appeal period provides the community and owners of property an opportunity to provide data or documentation indicating that the proposed Flood Hazard Determination (FHD) are scientifically or technically incorrect. At the end of the 90-day appeal FEMA addresses all appeals and other comments and finalizes the FIRM panels and FIS report. To support an appeal, the appellant should provide the justification for the new methodology or change in assumptions. Anyone can appeal the FHD if they are technically incorrect, and has an error in the analysis
FLOOD INSURANCE IMPLICATIONS
If a property is mapped into a high-risk area and the owner has a mortgage through a federally regulated or insured lender, flood insurance will be required when the FIRM panels become effective. Property owners who obtain flood insurance before the FIRM panels become effective and then maintain it may be able to benefit from the NFIP’s “grandfathering” insurance rating process and pay a lower premium.
